Start with outcomes. Be specific with what you want to achieve and design your project working backwards. Proposals should be for specific project/program—nothing vague.
As you develop objectives, keep assessment methods in mind. Think about how you are going to measure what you will accomplish.

Address all requirements in the RFP, and do not include anything not allowed.
Be honest both in the proposal and with yourself concerning what you can actually accomplish. Remember, you have to follow through with whatever plans you make!
